India’s Vision to Attract 500,000 Foreign Students by 2047

​India has set an ambitious goal to attract 500,000 international students by 2047, aiming to establish itself as a global education hub. This initiative is part of NITI Aayog’s Vision 2047, as announced by its CEO, BVR Subrahmanyam, during the 18th FICCI Higher Education Summit in November 2023. ​

Key Strategies to Achieve the 2047 Target

  1. Enhancing Educational Quality and Global Rankings: India plans to improve the quality of its higher education institutions, elevate their global rankings, and strengthen the country’s educational brand to attract more international students. ​
  2. Expansion of the ‘Study in India’ Initiative: Launched in 2018, the ‘Study in India’ program aims to simplify the enrollment process for foreign students through a centralized portal. The initiative focuses on attracting students from developing countries, including those in Africa, Southeast Asia, and neighboring regions. 
  3. Increasing International Student Quotas: The University Grants Commission (UGC) has raised the cap on supernumerary seats for international students from 15% to 25%, allowing more foreign students to enroll in Indian institutions. 
  4. Establishment of Education Cities: To provide a conducive environment for learning, India plans to develop dedicated education cities equipped with modern infrastructure and facilities tailored for international students. ​
  5. Integration of Advanced Technologies: Recognizing the transformative potential of technology in education, Indian universities are encouraged to adopt Artificial Intelligence (AI) and other emerging technologies to enhance learning outcomes and remain competitive globally. 
  6. Facilitating International Collaborations: India is opening its doors to foreign universities, allowing them to establish campuses within the country. This move aims to provide diverse educational opportunities and attract students who might otherwise study abroad. ​

Current Landscape and Future Outlook

As of the 2020–21 academic year, India hosted over 48,000 international students, primarily from neighboring countries such as Nepal, Afghanistan, and Bangladesh. Achieving the 2047 target will require significant efforts to diversify the student base, enhance institutional capacities, and foster a welcoming environment for students worldwide.​

With a 25-year roadmap ahead, India’s focus on educational reforms, technological integration, and international collaboration positions it to become a preferred destination for global learners.
