UGC Imposes Stricter Anti-Ragging Measures in Educational Institutions

A circular issued by the University Grants Commission (UGC) instructs higher educational institutions (HEIs) to take necessary actions to implement anti-ragging measures on campus. Stressing that ragging constitutes a criminal act, the UGC acknowledged its establishment of regulations aimed at controlling the threat of ragging in higher education institutions to ban, avert, and eradicate this affliction.

UGC further underscored that the commission will regard any infringement of these rules as serious. If any institution does not take sufficient measures to avert ragging, does not comply with these regulations, or does not appropriately penalize those responsible for ragging incidents, it will face punitive action from the UGC. The detailed regulations can be checked by students on the official websites, namely www.ugc.gov.in and www.antiragging.in.

Hostels, students’ accommodation, canteens, rest and recreational rooms, toilets, and bus stands must undergo surprise inspections. Additionally, Anti-Ragging posters should be prominently displayed in locations such as the admission center, departments, library, canteen, hostel, and common facilities. The notification further specified, “The dimensions of the posters should be 8×6 feet.”

In compliance with the directions of the Anti-Ragging Monitoring Committee established by the Supreme Court of India, HEIs/Councils must implement the following:

Students in all institutions adhere to the mentor-mentee concept outlined in the UGC Regulations for curbing the Menace of Ragging in HEIs – 2009 to establish a comfortable relationship between juniors and seniors.

Legal counsel should be provided to the Anti Ragging Cell and Anti Ragging Squads of institutions, thereby empowering them to construct airtight cases against those guilty of ragging.

From now on, in cases of severe ragging and suicide, the college Principal and university Registrar will be summoned to the National Anti-Ragging Monitoring Committee to account for their failure to comply with UGC Regulations regarding ragging.

All the Councils/Regulatory Bodies must constitute a committee as and when a serious/suicide/death case is reported related to their Council/Regulatory Body to relook into the issue even when case is under police investigation. The Regulatory Bodies/Councils are also advised to appoint a legal person for the matter.

To ensure strict compliance with UGC regulations aimed at curbing the menace of ragging by higher education institutions (HEIs), teaching staff, and students, the Committee has directed the Anti-Ragging Monitoring Agency to enhance vigilance and conduct nationwide surprise inspections. Defaulters will face punitive action as outlined in these regulations.
